Approval Process

As a part of the government approval process, the Victorian Minister for Planning established a Ministerial Advisory Committee to provide advice on the proposed planning controls for Flemington Life.

The purpose of the Advisory Committee is to provide advice to the Minister for Planning, in accordance with the approved Terms of Reference, on the relevant matters associated with the proposed development.

The Advisory Committee is currently reviewing the VRC’s submission, expert evidence and third-party submissions. It is anticipated the panel will submit a report to the Planning Minister in June 2016 with a recommendation on the appropriate planning controls for Flemington Life for his consideration.


· June 2016 – It is anticipated that the Advisory Committee will submit its recommendation on the appropriate planning controls for Flemington Life to the Planning Minister
· 14 March to 6 April – Public hearings were held at Planning Panels Victoria where experts were called to present evidence
· 1 March 2016 – A directions hearing was held by the Advisory Committee
· 11 January to 19 February 2016 – The Minister for Planning requested for the VRC to share its proposed plans for Flemington Life with the wider community and detailed draft Planning Scheme Amendments were put on public exhibition. The VRC held two public information sessions during this period. Submissions were sought by the Advisory Committee on the draft Planning Scheme Amendments before 19 February
